One of the most important issues, post a nuclear incident, is the fast and precise determination of the type and quantification of radioactive material dispersion. Joint location-energy analysis approach, using modern nonstationary data analysis, to design a suitable detector with accurate, dynamic measurement and commensurate with the radiation protection and safety actions, is discussed in this paper. Designed joint location-energy analysis structure utilizing this method, with its capability for implementing nonstationary parameters of gamma-ray spectrum, leads to an accurate classification the type and amount of radioactive material and increase the detector crystal effective volume. The proposed method eventuates the increment in accuracy and precision in determination of the type and quantification of dispersion radioactive materials and decrement in survey time, which will result the survey area expansion, for civil defense purposes, in the same limited time.
